THE STRUCTURE OF EMPLOYMENT OF FOREIGNERS IS CHANGING

The structure of employment of foreigners in Poland is changing. According to the vice-minister of family and labor Stanislav Shved, if a few years ago the vast majority of foreigners came to Poland to work in agriculture, now the participation of the agricultural sector is less:
“In 2010, 61% of the declarations of intention to employ a foreigner were registered in the field of agriculture. In 2015, such declarations were 35%, and last year – only 17%. Thus, there is a clear decline in the participation of agriculture in the labor market of foreigners in Poland. Currently, the greatest participation of foreigners is observed in the construction, gastronomy and transport sectors.”
According to the Ministry of Family and Labor, by the end of 2017, 234 thousand work permits were issued to citizens of non-EU countries. Another procedure for employment was more popular – on the basis of declarations of intention to employ a foreigner who gave the right to work in Poland for six months throughout the year. Last year, such declarations were registered in amount of 1.8 million for about 1.1 million foreigners.
Starting from January 1, 2018, new procedure of seasonal employment of foreigners in Poland came into force. Declarations of intention to work were replaced by permits for seasonal work. On the basis of permits, a foreigner can work in Poland for a period of 9 months in a calendar year. New rules were introduced in order to adapt Polish lawmaking to the European Union. The procedure of seasonal work covers the following areas: agriculture, horticulture, tourism and gastronomy.
