International Register of Damage caused by Russian aggression was launched in The Hague

The International Register of Damage caused by Russian aggression is now operational. This was reported by Deputy Head of the Office of the President of Ukraine Iryna Mudra during the conference “Restoring Justice for Ukraine”. “Two years ago, a year ago, few people believed in the very concept of the International Compensation Mechanism, and today we are launching its first component – the International Register of Damage. This is a great achievement not only for the Ukrainian team, but also for the entire international community, a revolutionary event for global international law. The Register became possible due to the unprecedented support of the whole world, including the fateful UN General Assembly Resolution and the involvement of the European Union and G7 countries,” said the Deputy Head of the Presidential Office.

We are working with international partners to prepare a legal instrument that will establish a Compensation Commission. It is the Commission that will award payments.

“Consultations are underway to fill the Compensation Fund with the frozen assets of the Russian Federation, because the aggressor must pay for the country’s suffering,” said Iryna Mudra.

The International Register of Damage is a component of the comprehensive International Compensation Mechanism. On May 18, 2022, a working group was established by a decree of the President of Ukraine to develop and implement an international legal mechanism for compensation for damage. It was chaired by Head of the Office of the President Andriy Yermak, and the relevant area was chaired by Iryna Mudra.

The Register will start accepting applications for category A3 (individuals). Its name is “Damage or destruction of residential real estate.” In total, it will consist of 40 categories and will accept applications from affected individuals, legal entities, and the state of Ukraine. This includes, in particular, deaths, torture, sexual violence, bodily harm, forced displacement and forced resettlement of persons, loss of property and income, damage to critical infrastructure and other state facilities, damage to historical and cultural heritage, and damage to the environment.

The International Register of Damage is a digital platform. Applications will be accepted through the Diia mobile application or the web portal https://diia.gov.ua/. To submit an application, you need to fill out an electronic form, provide personal data and relevant evidence (documents, records, statements, photographs, videos or other materials confirming the damage).
